My personal favorite is Emperor Palpatine from Star Wars.

He's truly evil. Ian McDiarmid did a great job as Palpatine/Sidious!

Joker is the best villain ever, he takes the cake, and whatever else he wants. Maybe a limb, an eyeball, a toe, your head. LOL
