Looked at the History channel right now
Modern Marvels: Strange Weapons

Seems in 1994 leaked documents showed someone in the US proposed the idea of making a "Gay Bomb" full of aphrodisiacs that would be dropped on the enemy so they would "make love not war."

Really made me laugh

It never got to far so it seems that the idea had more then it's share of septics.
