My mom's spouse's son,I will never ever forgive,he has always just been such a little *******,it's like he just loves drama, and he is just so mean,how can anyone be as hateful as him,and if you tell him something,he will get all pissed off,and take offense to what you tell him,he is a very judging and a very hateful person.

Anything is forgivable. I think he might want your attention and accepting him but some how on inner subconscious level he senses you loath him and that’s his automatic reaction

He sounds young.. some can be a bit of a nightmare. He's immature and probably does things for attention from the sounds of it. It's best to try and take the high road, don't give him what he wants or be too effected by him, though much easier said than done!
