What is Shoutbox, and how to use it

I've seen some messages addressed to me below all the threads.
How can I answer them?

There a small box below the shoutbox where you can enter text, with a button that says, "Shout/Refresh."

It's like chat, everyone's free to post a message (or Shout) in it, and likewise everyone can read it.

Thanx, I`ve allready understood how to use it, but as I see, only a few messages a day are printed. So it looks like a abandoned chat )
