The last (and only) girl I was with was like this. She didn't use the word 'rule' specifically, but she would say things like 'you're the guy, that's you're job'. And she waited for me to kiss her. In retrospect, it was annoying as hell. Felt like I couldn't be myself around her. Which is probably the reason it didn't work out between us.
