Something Written Under One's Avatar

Here's another question that's going to sound stupid!

I see that there are many people that have a comment or saying underneath their avatar. Where would I add something if I wanted it there? The only thing I see on the "Change Avatar" page is URL underneath the Browse for your own Avatar line.

User CP => Edit Profile => Custom User Title

It didn't work...please explain it to me like I am a 6 year old...what page do you go to and where exactly do you type it, and is this what I would type:

User CP=>Wishing You All Well=> or what??????
